A representação fiscal em Portugal, pressupõe que o representante garanta que o representado cumpra com as suas obrigações fiscais em território português, seja a entrega do IRS ou o pagamento do Imposto de circulação automóvel. Esta ação também é necessária se o cidadão estrangeiro pretende solicitar um numero de identificação fiscal - NIF.

O representante acaba por ser a ponte entre a autoridade tributária e o contribuinte estrangeiro não residente, fora da UE/UEEE.
